From 12 November 2026, you must be outside Australia when you lodge a Training visa (subclass 407) application and when the visa is granted, unless you belong to a group the Minister has exempted. Home Affairs says an application made while you are in Australia will be invalid, even if ImmiAccount lets you submit it, and an invalid application cannot be reviewed by the Administrative Review Tribunal. The earlier rule still applies too: your sponsorship and nomination must be approved before you lodge.

What Is Changing
The Training visa (subclass 407) lets people come to Australia for workplace-based occupational training or professional development for up to 2 years. Until now, you could apply in or outside Australia. Home Affairs has announced that this changes for applications made on or after 12 November 2026:
- Where you apply: you must be outside Australia when you lodge. An application made in Australia will be invalid, even if ImmiAccount accepts it.
- Where you are at grant: you must also be outside Australia when the visa is granted.
- No bridging visa: an application lodged outside Australia does not come with a Bridging visa.
- No merits review: a decision that your application is invalid cannot be reviewed by the Administrative Review Tribunal.
- Exemptions: the Minister can exempt certain groups of applicants through a separate legislative instrument. Check whether one covers you before you plan around it.
What Stays the Same
Since 11 March 2026, a 407 application is only valid if your sponsor is already an approved temporary activities sponsor and, unless the sponsor is a Commonwealth Government agency, your training nomination has been approved. That rule continues. So does the visa itself: up to 2 years of training, Functional English, health insurance and enough money to support yourself. Read our Training visa 407 guide for the full requirements.
Who This Affects Most
- Graduates and visa holders already in Australia who planned to move onto a 407 for training after their course or current visa.
- Employers and training organisations who sponsor trainees, because timelines now need to allow for the trainee to be offshore at lodgement and grant.
- Applicants relying on review rights. If an onshore application is lodged by mistake, there is no tribunal review of the invalid decision.
Applications Lodged Before 12 November
Home Affairs has published guidance for valid applications lodged before 12 November 2026. If your sponsorship and nomination are already approved and you are in Australia, talk to a registered migration agent now about whether to lodge before the change. If they are not approved yet, a valid onshore application before 12 November is unlikely to be possible.
What to Do Now
- Check your current visa expiryIf you are in Australia, plan to leave before your current visa ends. Home Affairs warns against staying past your visa while you wait.
- Get sponsorship and nomination approved firstYour sponsor must be approved and the nomination decided before the 407 can be lodged.
- Lodge from outside AustraliaFrom 12 November, make sure you are physically outside Australia on the day you submit, and stay outside until the visa is granted.
- Check for an exemptionAsk whether you fall within a group exempted by the Minister before relying on an onshore application.
- Get advice on your situationRules on location are strict and an invalid application cannot be fixed by review. Check your plan with a registered migration agent before you pay fees.
We will update this page if Home Affairs publishes more detail on exemptions.
